As when condition change, like on Mars the wheather conditions. The need for technology adding conditions to cope with life is a scientific theme important. As for a civilisation who predicts the natural conditions to explete. or to change in negative value. As for science to prevent the conditions to be the bottle neck is to implement the needs into the society at a level the population trust as normal structural changes in society. As the title Tera Levin is to point to the idea that even in this time the sciences has to cope and analyse and to prospect with the need of the future. Even when in a hundred years, a thousand years even then the idea has to be spoken of in the goverment as above all countries. for science needs to implement its functions before any of the arguments arise.
